[Simh] Build problem simh-vax4xx

Hi,

After several attempts to produce working binaries of the vax4xx sources 
I would like to get an advice how to solve the problem:

The Visual Studio 2017 seems to be to new and I'm getting error message 
in an very early stage:

error MSB3073: :VCEnd" wurde mit dem Code 1 beendet.
1>Die Erstellung des Projekts "VAX47.vcxproj" ist abgeschlossen -- FEHLER.

The second method I tried a cygwin.
The binaries been produced but the program hangs if I use the 
pcap/ethernet option.

The MinGW-bat file reports errors and stops.
make has errors, too.

Any hint would be appreciated
