[Simh] Unknown processor Error

I was trying to install OpenVMS 7.3 on the VAX 3900 simulator and got the
strangest error:

I have installed VMS dozens of times and have never received this error
before. I am running the newest source and my computer runs Linux Mint 19.
Here is a copy of my config:

Any advice would be appreciated and for the record. I have to the best of
my knowledge ran a config very similar to this in the past.
