Indeed; looks like they should be:

  http://simh.trailing-edge.com/kits/HP-2000E-software-kit.zip

and:

  http://simh.trailing-edge.com/kits/HP-2000F-software-kit.zip

...which should work until Bob gets a chance to correct the page.
