[Simh] Adding storage to vax running 4.3BSD

If Im remembering right, straight 4.3 pre-dates the labels, it's a hard
coded partition types in the drivers at this point.

If you don't care, just use the 0c devices aka 'whole disk' ... or I recall
that working well enough.
