No, it's not used in ITS.  It's just for storing ITS files in a Unix
file system, and it has these properties:

1. Binary files are preserved, i.e. survive a round trip.
2. ASCII files are readable in Unix.
3. Line endings are converted from CRLF to newlines.
4. Something with handling a Lisp machine character set.  I don't know
   the specifics.
