Thank you Sergii for your patience.  I think for now I will use the Google
Drive route for just to make sure that what I made is useful before I
upload to the repository.  Here is the link.

Hi Ray,

seems 'standard' procedure is:
1. Create a http://GitHub.com account.
2. Clone SIMH.
3. Upload your additions/changes.
4. Submit a pull request to the master SIMH repository.

The maintainer is Mark Pizzolato Mark at infocomm.com

To simply share a file when you have no website, you can just upload it
to Google Drive, share to everyone and post the resulting link.

Plain texts can also be sent directly to mailing lists,
but that may be discouraged here.
