[Simh] Ultrix 4.0 and DEQNA-LOCK

All,

I am currently fighting with Ultrix 4.0 and I am trying to find out if 
it's an Ultrix bug or a SIMH bug... ;)

I am setting XQ MODE to DELQA/DELQA-T and DEQNALOCK to off, confirming it 
is in DELQA mode.
however in dmesg:

qe0 at uba0 csr 174440 vec 764, ipl 17
qe0: DEC DELQA Ethernet Interface DEQNA-lock Mode, hardware address 
08:00:2b:e5:b1:c1
and it has been changed to operating in DENQA mode as per SHOW XQ!

I have a few questions:
1). How is Ultrix doing this?
2). Should it be doing this?
3). Is there a way to make it not do this?
