[Simh] Tape conversion

https://github.com/tlhackque/backup36 contains a pre-release of the
tape36 component of backup36.

As this is a pre-release and largely untested, set your expectations
accordingly.

It is intended to convert between any of the tape packing formats
supported by pdp-10 hardware.

It has had **very** limited testing, but it does successfully round-trip
at least one file between high-density and core dump mode.

Note that it always writes an end-of-media marker on the output file;
converting core-dump to core-dump may give a difference of 4 bytes, with
the extra 4 at EOF being 0xFFFFFFFF.  This is expected.

See the README for build instructions.  It has usage with --help.

For the case of high-density to core dump, it's

       tape36 -ihigh-density infile.tap outfile.tap

Add a -v if you like.

I have not tested the other formats at all.  If someone with energy
does, let me know your results.
