[Simh] Escape sequence problem with VMS/DECterm

I just got SIMH PDP-11 running and booted the RSX-11M-Plus v4.6
pre-genned RL02 kit.   I am running it on an Alpha XP1000 with
VMS v8.4 and DECwindows (DECterm).

The problem is when I try to do anything that uses escape
sequences with the terminal, like EDT.   The startup command
file tries to determine the terminal type, but fails with
"Inquire cannot determine terminal type".

Even when I manually set the terminal type to VT100, EDT still
does not work.   It seems as if the escape character is not
getting through to my DECterm.

Has anyone else run up against this problem?
