[Simh] Extracting SimH Tapes on Linux

I use DUMPER all the time in TOPS-20 to back up to a tape image file in
linux.  I regularly back up user directories, in case I need to restore a
particular file or directory on the fly.  You can't do that if you're
making a copy of the entire disk image in the host OS.
