[Simh] Adding a BESM-6 simulator to the distribution?

Hi Leo,

First glance at the sourceforge project indicated that that project is licensed via the GPLv2.  The simh repo (and the things it contains) is not GPLv2, so  if the all the authors of simulator pieces are willing to use the same simh license/copyright wording that the rest of the project is using we can include the simulator pieces in the github repo, likewise for the besm-6 support code.

What would be the prerequisites for adding a BESM-6 simulator (namely, http://sourceforge.net/projects/besm6/) to the official SIMH distribution, to the beta kit, or for linking to it from the SIMH web page?
