[Simh] Unable to telnet to other hosts

Quick update.

Checking my VAXStation, using "CREATE HOST" does create the database file
that I believe solves your TELNET issue.  I had the same symptoms as Priya
(ping works, TELNET didn't) and adding the host I wanted to TELNET to fixed
it.
