Hi Patrick,

Sorry, I moved the github repository to a more generic name https://github.com/simh/simh.  So the specific download is at https://github.com/downloads/simh/simh/windows-build.zip

However, windows binaries which will work with networking are available at: 

https://github.com/downloads/simh/simh/simhv39-0-Win32Binaries.zip
