[Simh] PATCH: Use _POSIX_TIMERS instead of _POSIX_SOURCE to check for clock_getres

Attached is a patch to sim_timer.c to use _POSIX_TIMERS instead of
_POSIX_SOURCE to check for clock_getres.

This fixes a broken "set cpu idle" on NetBSD.
