[Simh] Unable to connect to ethernet

We have downloaded SIMH and installed the latest version of WinPCAP on my Windows-7 SP1 Laptop.

Vax.exe has administrator priviledges.  VMS and UCX loaded and installed with no errors.

We do not need  nor expect to communicate with the host system.  Our goal is to be able to set-up a VAXCLUSTER with our AXP and Itanium systems to allow running some legacy applications that do not VEST and for which we don't have full sources.

We don't know what we could have done wrong.

I only have WIFI access.  I have installed OpenVMS 7.1, Decnet-OSI, and UCX.  The following is the information from my SIMH process:
