[Simh] EXT : New emulator submission

3.8-2 has NOT been released yet - it is still a work-in-progress.

A developer's 3.8-2 RC1 kit was released for testing, but nothing has happened since then.

I was wondering how to submit new emulators to be included in the next 
SIMH release.  I submitted a SWTP 6800 with Flex OS well over a year 
ago, and worked through some warning messages with Bob Supnik.  Have not 
seen a new release since then.

I understand 3.8-2 has been released but I cannot find it on the Web.  
Can anyone point to it's location?
