[Simh] Installing layered products on RSTS/E 10.1

Not sure if my email got out, but you should try a different version than
2.6.  Just to make sure that its not an issue with RSTS/E.

I have successfully installed 2.7 on RSTS/E 10.1 and it is available on the
ftp site.
