They are 512-bytes-per-sector disk images with RT-11 filesystems. Commonly used as a substitute for "directories" in RT-11 and known as "logical disks". See the RT-11 documentation for the LD: driver for post-V5 RT-11.

John Wilson's PUTR deals great with these.

RSX and RSTS can access physical RT-11 disks via FLX; VMS can access RT-11 disks and logical disks via EXCHANGE.

Logical disks under RT-11 are the best thing since sliced bread. Really! Otherwise all your files are in the root (and only) directory. Oh logical disks are so good. Oh, life with logical disks was so good. The days when my familiarity with RT-11 and moving stuff around was worth money, wow, I thought I was hot stuff back then :-)
