DECUS Special package 11SP68 is the “classic” DECUS distribution. Available from any of the major PDP-11 DECUS library archives (look it up in google.) e.g.

in “decusc.dsk”.
Alan Baldwin supplies some fixes to the original DECUS package that I highly recommend (especially if you want to build his TCP/IP with it). Available as disk images at e.g.

The two generations of C compilers DEC sells/sold for VAX/VMS are called “VAX C” and “DEC C”.
As to modern free compilers (e.g. ANSI C and not K&R C) GCC works fine if exquisitely slowly at 1 VUP. See any of the VMS DECUS collections.
