[Simh] [PATCH] tun/tap networking support

Ok, just to let you know, I've included the patch into the 'unofficial'
group on sourceforge...!

I'd recommend using the 'unzip -a' to make sure it's in your local text
format when you go to apply this...  Also this tuntap is currently for Linux
only, although I would suspect it wouldn't be too involved to support other
tuntap capable OS's (*BSD,Windows NT etc..).
