[Simh] RL02 error under RT 11

I am loading up the TCPIP package on my RT 11 system. I am having a strange problem. If I create an RL02 drive on rl2 or rl3 RT 11 gets an error doing the INITIALIZE
If I create the drive on RL0 or RL1 it works ok ....
