[Simh] MS-DOS update for 3.8-1

I've updated the MS-DOS build on sourceforge, and switched from the
DOS4G/W dos extender to the DOS-32a.. It works fine, even under dosbox
(vax's work too as long as your memory is set to 64 or more...)

I have also included the SWTPc 6800 emulator from Bill Beech into the group.
