I have networking up and running, although it's not perfect yet. I think 
I've still got some tweaking to do in the <SYSTEM> files. I should say 
that I'm not using SIMH for this, though. Instead I'm using the Panda 
distribution <http://panda.trailing-edge.com/> running on Solaris (it 
misbehaves for me on Linux) using the klh10-2.0h emulator.

I've got TCP/IP and DECnet working to varying degrees. At a minimum, I 
can telnet into the system and do some basic DECnet connections to my 
SIMH VAX.
