[Simh] simh and tap device under linux

start with tcpdump, see that it's ARP'ing correctly.

Check the machine you ar trying to ping the VMS host, and verify that it has
an ARP entry for the VMS host.

Also on SIMH make sure your 'ethernet is bound...
