AFAIK, it's based on the ka655.bin image, which was indeed fetched off
a real VAX. A VAX' firmware image can be read starting at 0x20040000
(which happens to be the entry point).

The original KA655 firmware only checks for up up 64MB RAM (probably
because no more can be built in), and this was fixed in the binary
image. A simulated VAX can thus have 512MB RAM.
