[Simh] Simh Networking on restrictive network?

Understand that SLIRP is for TCP/IP only.
Pcap enables SIMH to use of ALL networking protocols; TCP/IP, DECNET,
LAT, SCS(Clustering), proprietary protocols, etc.

Various *versions* of (lib)pcap have been unstable, but you can always
use one of the stable versions. ;-)
