[Simh] SET CPU 48M ?

I have OpenVMS 7.1 booted with the default 16M of memory. Out of interest, I added "SET CPU 48M" to the config file, and rebooted, and $SHOW MEM still shows only 16Mbyte of memory available. Is there anything else I need to do to get this extra memory available to VMS. (I tried AUTOGEN'ing, to no avail)
