[Simh] SIMH 3.7-3 VAX build on Visual Studio C++ 2008 Beta

With help from Jason S, SIMH VAX now builds correctly, althought with 
compiler warnings,  on Visual  C++ 2008 Beta 2 (available at no cost 
from M$oft)

Furthermore, it runs fine, too!

Platform is AMD Turion, Windows Vista x64 Business.
