[Simh] Simh 3.7, Telnet, and RSTS/E

Is there something special needed on the RSTS/E side to get the Telnet 
to work?  I tried both the DZ and VH interfaces in simh
with connections opened at port 2020 but when telneting to RSTS/E 7 
(the Delta build) I never get any output.
I'm not sure how to set the lines to dialup.

Simh specifics :
 
SET CPU 11/73
 
SET VH0 VHU FASTDMA MODEM HANGUP
 
ATTACH VH 23

Application specifics:
 
RSTS/E V9.2
 
Sysgen'd with dataset support; all lines set to DIALUP.

Scenario:
 
Establish a Telnet session to the emulator.
 
RSTS/E gives you a login prompt.
 
User logs in.
 
Everything at this point works fine.
 
Logging out works as expected, and your Telnet session disconnects.
Alternately, a HANGUP command issued for this keyboard will DETACH your 
job,
and disconnect your Telnet session.   All is well in the world.  ;-)

The problem:
 
Let's say your Telnet session is interrupted - intentionally, or 
otherwise.
 
Once your Telnet session disconnects, Carrier Detect should be 
de-asserted,
and RSTS/E should in theory detach your job.
 
This doesn't appear to be happening, though.
 
Your job remains active (logged in, and attached).
 
Additionally, the NEXT incoming Telnet session will automatically
be connected to this active job. . .   still logged in, etc.
 
Naturally, this is a pretty significant security hole.
 
I just wanted to find out if this was expected behavior,
or if I was doing something wrong somewhere. . . .
