As I now understand it, you have a NetBSD problem not a VAX problem or
a SIMH problem.

The NetBSD Guide reminds me that /etc/localtime is a symbolic link to
the appropriate file in /usr/share/zoneinfo.

That link is set up when you install NetBSD but should be easy to
modify afterward.  It's not part of the kernel.
