[Simh] Should we have a MAINTAINERS file?

There are change lists with three-letter abbreviations in most source
files but it can still be quite hard to map those TLAs to names and
email addresses.

Furthermore, features don't map neatly to files so it can be hard to
find out who is or was the maintainer of a feature or architecture.

Should we copy the Linux kernel and use a MAINTAINERS file for that?
