[Simh] Fortran compiler RT11

Hello all, 

I download the RT11 image, but there's no fortran compiler in it. 
Is it normal? If I read well in the MENTEC license the compiler is
licensed for hobbystic use too. Or am I wrong? 

If so, where I can find such compiler?
