[Simh] Auto shutdown of simh-VAX running VMS

Hello all

I have added some code to scp.c,the pseudo dn-11 driver and my throttle program
to allow for autoshutdown
If someone decides to logoff or shutdown the system.

The current code is windows specific, but someone might be able to add something
similar for other operating systems.

If anyone is interested, I will clean the code up and publish it
