[Simh] vax throttle

I hacked up the code a little bit to make it build on Linux.  It should
still build on Win32, but I've no way of testing that.   (Context diff
attached below)

It does seem to go to sleep decently now.   It may even be usable inside a
VMWare image now.   (Long story, don't ask. :-)  )
