[Simh] 4.2BSD booted multiuser!

I've exploded out the tarball Andru refers to at my local copy of
the PUPS archive.  You can get the file directly from:

	os/PUPS/PDP-11/Boot_Images/2.11_on_Simh/211bsd/mkdisttap.pl
