[Simh] VAX memory limit

The limit is 512MB because that's the architectural upper bound for 
all VAX's built before 1990... a 30b physical address space, half of 
which is used for I/O.

The last VAX chip, NVAX, had a 32b physical address, but there is 
insufficient publicly available information to simulate it and its 
related systems.
