[Simh] Building the current version of SIMH using Cygwinratherthen MinGW

I was able to successfully build and run in CYGWIN, but you need to
include the
-mno-cygwin
switch to build and link successfully given the current state of the
SIMH defines.
I have a new GNUmakefile that I've been playing around with but haven't
submitted yet, if you'd like to see one.

I did it with the Altairz80 simulator and it builds up, but hangs in the
startup when you try it.
