[Simh] Building the current version of SIMH using Cygwin rather then MinGW

Hello from Gregg C Levine
Has anyone accomplished this? I'd like to see if it is possible to
build the latest version of SIMH using Cygwin, rather then the
minimalist one, because the environment of Cygwin is closer to Linux.
And besides I already have installed the entire Cygwin system.
