[Simh] Root Access

SIMH should run just fine as non-root.     AFAIK, the only time SIMH
needs root is if your wanting to do networking (or perhaps attach some
form of "real" device).  At that point, security implications aside,
setuid should work.  (If you can get the Admin to set the bits..)

If you want them, I've a Linux/Unix patch for SIMH 3.2-3 that should
add a few new commands to drop any "rootly" priv's that the executable
may have, once its done attaching network devices.

At least this has been my experiences /w SIMH VAX, I don't see SIMH
PDP11 being significantly different.
