I have a patch that seems to work, although it seems to that I'm missing the
opportunity for a much more elegant fix.

See
http://www.itsecuritygeek.com/modules.php?op=modload&name=News&file=article&
sid=25 for a description of how to make OpenBSD to work with SIMH.

In a nutshell, OpenBSD can be installed normally up to the point of the
first reboot off the MSCP disk. Instead:

* boot off the installation image again
* select a shell
* mount the disk partitions into /mnt
* chroot to them
* download the kernel sources and patch
* unpack the sources, apply the patch, and rebuild the kernel
* install the new kernel and reboot normally

There's also a disk image with a prebuilt generic kernel in the Downloads
section of my site.
